To use VS2003 with TFS you need:
1. Install the VS2003
2. Install the VS2005 or VS 2005 Partner Ed
3. Install the Team Explorer on VS2005
4. Install the MSSCCI provider for Team Foundation Server from here http://www.microsoft.com/downloads/details.aspx?familyid=87E1FFBD-A484-4C3A-8776-D560AB1E6198&displaylang=en
